DNC / RNC 2008The American Civil Liberties Union recently came across a revealing RNC Homeland Security Document. This official document (http://www.aclu-mn.org/downloads/homelandsecurity.pdf) was uncovered by the website Wikileaks, which according to its website "We help you safely get the truth out". This document outlines the planning leading up to the Republican National Convention and how security forces would be working together during the RNC. Many federal, state and local organizations were mentioned in this document, a number of which the ACLU did not know were involved. A number of these agencies are military based, which may directly conflict with Federal law that prohibits the military from engaging in domestic intelligence gathering.

The National Geospatial-Intelligence Agency (NGA), is one of the organizations that is mentioned in the report that is particular cause for concern. NGA provides mapping tools and imagery intelligence that are obtained from the United State's military spy satellites which are controlled by the National Reconnaissance Office. In other words during the RNC, these top spying tools could have been utilized to gather intelligence on the homes of activists and media workers who were a part of the demonstrations. That information could have then been relayed to local officials.

A second agency that was involved in the planning is the Pentagon's Northern Command, NORTHCOM. Having NORTHCOMM at the table, assisting in the planning is troubling because it could mean that the military was involved in the crowd control strategies and dealing with potential civil unrest. According to a report in Army Times, it said that an active military unit has been deployed by NORTHCOM in the United States. This deployment marks the first time an active unit has been given a dedicated assignment within U.S. Borders.

Furthermore it appears that the FBI may have been using a station faking technology that would allow them to locate an individual through their cell phone. The ACLU is concerned with how this technology is used and if there was proper judicial oversight. In the USA Patriot ACT, this process for obtaining a track was made easier, and could allow for little to no judicial oversight. This tracking via cell phones could have been used during the RNC without the knowledge of even the phone companies.

"These behaviors are a radical departure from separation of civilian law enforcement and military authority, and could, quite possibly, represent a violation of law," said Teresa Nelson, ACLU of Minnesota. The ACLU-MN will continue to investigate and will use their findings in future lawsuits against law enforcement officials.

jesus. Is it possible this violates some international laws and people could take the US government to international court???

I know they wouldn't win, but it would be something for Americans to bring their own government up for charges against citizens

I don't know how damning this is; but more importantly it shows the incredibly complicated command structure they were employing. I'm amused by how they appeared to try and employ non-hierarchical, cooperation-based organization with something called "mutual aid".

All this news about the agencies involved and the techniques used to stop dissent at the RNC can be intimidating, especially in hindsight.

However, I think the thing to take away from all this is that a few hundred anarchists, at least for a while, trumped thousands of police. All the planning they did was of very little use to them against some anarchists with Twitter.

To me, this is very hopeful -- the empire and all its machinery is definitely not invincible.

I think we should be flattered that they spend millions of dollars to contain and prevent our small protests.

But how do we build on this? Convention protests are pretty trivial in the bigger scheme of things.

Well, that is that flip side: while this should be looked at as a victory in the sense that dissent still took place against all the odds, what was actually gained, if anything? Is the movement bigger or better off because of the RNC? Probably not bigger, but hopefully a little more empowered. Are we closer to eliminating capitalism and the state and seeing decentralized and egalitarian forms of societal organization blossom?

I know that thousands of words have been written analyzing the conventions -- I probably don't have anything insightful to contribute to that. I wish I did have some answers.

Some of the discussion before the conventions and addressed to some extent in the discussions about "wrecking you" was about bringing the energy home. That may manifest in different ways. In DC there's still three POV's rampant. 1.It was a failure, 2.it was a success, or 3. ambivalence. St. Paul should be a reference point to describe what happens when people stop their bickering and focus on something. It was a great example of individuals simply working with each other on their individual desires. There were some mishaps on that day, but in the end, the biggest successes were in unity.
It's unfortunate that more reportbacks haven't come out of those days. There are stories to be told about National Guard soldiers cheering the release of protesters from jail to one of the most controversial activists of the past year rallying everyone in prison solidarity to the redneck who brought tampons, cigarettes and food for those getting out.

I get the sense that the protests were energizing for the Midwest. The process of organizing was at least impressive and something to feel good about. I think that "movement" would be worse off if nothing had been organized. At the same time, I agree with people that it's time for new approaches.

For sure, especially for younger anarchists in the Midwest, it was incredibly empowering, and despite everything bad that happened there most of us left with a lot of energy, which we're carrying into our projects back in our communities.

Some of the organizing that happened around the convention has continued on, I think Bash Back! has been the best example of that; without the conventions BB! wouldn't be what it is now (I don't think).

Lastly, while the convention itself may not do much for us, in a lot of ways it reminds us exactly what we're up against, and also just how winnable this fight could be. And it politicizes a lot of people, they have to deal with our reality even if it's just for a few days--I think my arrest there was a big moment in my parents' lives, and most of my non-anarchist friends and other acquaintances have heard all the stories by now.

That isn't to say we can't do things better next time.

I see it as, we shot for the moon and hit the stars. The State leaned on us with what should have been overwhelming force, but by their own words downtown St Paul was liberated territory for two hours. If Mike Tyson knocks out a 10-year-old in a boxing match, no one would be surprised; but if that kid survives the first round, dude, that's a win.

That's awesome. Have you sent your thoughts to Rolling Thunder? I know they were looking for submissions on this topic. I wrote something, but can't send it because it's part of a larger project.

Chuck, I think one of the next approaches should be: rebuilding the radical media to the point that it must be reckoned with. Seriously, the "movement" is overstaffed with bright minds who don't disseminate. But, in my head we should take over Random House not just alternative media outlets.

Well, you won't get any complaint from me about building the alternative media. As long as we're talking about critical radical media and community media, not the crap that liberals and "progressives" support.

The Infoshop collective has been talking about doing more interviews with people. I'm planning to write more and am going to ask more people to write for us. Infoshop News is read by 100,000 people a month*, so you'd think that we'd see more anarchists and other folks who would want to use our big stage.

I'm glad that the discussion is straying away from people just being afraid.
Obviously if you really, really don't wanna be tracked for a certain amount of time, don't have electronics with you that have your name tied to them.
Simple as that.

did any of you actually go through the pdf? it's quite hilarious that anyone would be scared or outraged. the "satellite photos" look like they are right off google maps, and are used solely for illustration. nobody was watching you from the skies! haha.

also, it says nothing about cell phones being tracked. one of the diagrams shows seats at a security meeting being alotted to reps of cell phone companies, but could that be perhaps because gov't agencies use phones, too? Geez...

Well, while we were being detained, the police were quite open with us that they were using cell phone tracking programs. They use some tower-spoofing technology that let them figure out where certain people were. There were some other incidents throughout the week of people having weird stuff happen with their phones, like computer noises and the like. Advice for future protests... don't let strangers borrow your phone, especially when they're sketchy as hell.
